SUMMARY OF CAREER PROFILE

H.E. Dr. Margaret Miewien Chebere is the Ambassador of the Republic of Ghana to the Kingdom of Denmark since 10th October 2025.

Prior to being an Ambassador, she was a seasoned expert in health systems, workforce development, and policy formulation, with over 30 years of experience driving impactful initiatives in Ghana’s health sector and beyond. Her extensive career combines leadership, academic achievements, and consulting expertise to enhance health workforce management and systems development.

As the Director of the Human Resource Development Directorate (HRDD) at the Ghana Health Service (2013–2021), Dr. Chebere led groundbreaking reforms that transformed Ghana’s health workforce development and management. She established the country’s first online recruitment portal for health workers, developed a national Human Resource Information and Management System (HRIMS), and implemented staffing norms using the Workload Indicators of Staffing Needs (WISN) methodology. These initiatives improved workforce distribution, recruitment efficiency, and data management, addressing systemic gaps and supporting underserved areas. Dr. Chebere also oversaw the development of the Ghana Health Service HR Strategic Plan (2015–2020) and staffing plans for new hospitals, contributing significantly to health workforce planning. She was the chairperson of the inaugural board of the Health Sector Occupational Person Scheme.

As a consultant for global organizations such as the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC), Dr. Chebere has influenced regional health policies and workforce strategies. She played a pivotal role in developing regional plans for strengthening health workforce leadership and stewardship in ministries of health. Additionally, she coordinated the launch of Ghana’s Public Health Human Resources for Health Strategic Plan, a key framework for workforce development.

Dr. Chebere’s academic profile includes a PhD in Development Policy and Management and an MSc in Human Resource Development from the University of Manchester. Her research on HR managerial effectiveness and workforce motivation has informed health workforce policies in Ghana and contributed to global best practices. She has authored publications in respected journals, addressing workforce gaps, workload management, and staff motivation.
